Days are counted in UTC+8, one hour ahead of Cambodia. Each day ends at 10:59 PM Cambodia time, then your next 3 GB starts. Day 1 ends at that time too, so add a day to your plan.
On Wi-Fi, the day before you fly or after you land. Your plan days start when you install, so there is no reason to install weeks early.
